WHO WE ARE

The Security Clearance Pathway-Foundation (SCP-F) is a 501(c)(3) nonprofit.

We award scholarship funding from various sources seeking to expand the horizons of deserving post-secondary students planning to work in support of U.S. national security interests.

Specifically, SCP-F assists students with preparing for the arduous U.S. federal security clearance process through direct and in-depth mentoring. 

We also assist with matching clearance-ready candidates to employment opportunities either with private contractors or government agencies via our Career Step Program.

RICHARD MILLER

CHIEF EXECUTIVE OFFICER

Richard Miller was a career U.S. Navy officer, retiring as a Captain. His Navy career included command at sea, with numerous shipboard and staff assignments across multiple specialties. He was professionally qualified in both surface ships and submarines. Operationally, Rick was on extended deployments seven times across multiple regions, sailing all over the world’s oceans. Ashore led dispersed air, sea, land, cyber, and counter-narcotics operations across 31 countries in South/Central America and the Caribbean and served multiple tours in the Pentagon as part of both the Navy and Joint Staff. Throughout his military service, Rick directed multiple teams requiring the highest levels of clearance for the most sensitive national security programs. After the Navy, Rick was an operations executive directing global activities for the largest cruise ship operating line in the world. He later founded a consultancy and technology integration practice focused on assisting diverse enterprises in achieving operational excellence.

GREGORY BILLMAN

CHIEF OPERATING OFFICER

Gregory Billman was a career U.S. Air Force officer, retiring as a Colonel. In the military, he held numerous leadership positions, including Fighter Flight Commander, Squadron Commander, Operations Group Commander, and Wing Vice Commander, including both fighter aircraft and space operations. Along the way, Gregg served in extremely sensitive positions requiring high-level security clearances and polygraphs, including program and code word-level clearances, as well as serving as the Special Technical Operations Officer (in charge of the most sensitive classified programs) at the Pentagon’s Joint Chiefs of Staff Director of Operations (J-3). In his subsequent post-military career, Gregg served as a Senior Program Manager and Senior Vice President for a defense contractor, where he led large government contracts requiring in-depth knowledge of personnel security clearance requirements. In 2017, Gregg founded GTOPS INC., a Service-Disabled Veteran Owned Small Business consulting company specializing in space policy matters.

William Bruner is currently the co-founder and Chief Executive Officer of New Frontier Aerospace, Inc., a company that is developing hypersonic, renewably fueled, vertical landing aircraft that can deliver passengers and urgent cargo anywhere on the planet ten times faster than today’s jets, with net zero greenhouse gas emissions.

He has also served as an advisor to the Space Science and Security Program at Lawrence Livermore National Laboratory since 2013. Before that, he was Director of Government and External Relations at Lawrence Livermore.”

Dr. Cynthia Macri is a 35-year veteran of the U.S. Navy as a gynecologic oncologist with service in a variety of academic and executive leadership roles concentrated in the National Capital Area. She serves on the volunteer faculty at George Washington University Medical School, is appointed by the Veterans Administration to the Advisory Committee on Women Veterans and serves on the Maryland Commission on Veteran Affairs and the Governor’s Commission on Suicide Prevention. 

Cynthia authored or co-authored over 20 scientific papers, 3 book chapters, and more than 250 invited presentations. In addition, she has received numerous community service awards for her innovative youth outreach programs to inspire middle and high school students from educationally, economically, and experientially diverse backgrounds to pursue careers in science, medicine, engineering, and technology.

Melissa is President and a founding executive team member of eMerge Americas, a venture-backed platform focused on transforming Miami into a global tech hub. With Melissa’s leadership, the eMerge Americas annual conference now attracts more than 20,000+ attendees from over 53 countries. eMerge gathers the brightest minds and convenes investors, entrepreneurs, innovators, business executives, government leaders, academia,  and renowned subject matter experts from across the globe to discuss technologies transforming our lives. 

In addition to the annual conference, eMerge organizes and hosts year-round executive summits, innovation challenges, startup pitch competitions, masterclasses, webinars, as well as publishes venture activity and investment insights reports and publications. Melissa is also the President of the Medina Family Foundation. As President of the foundation, Melissa defined the foundation’s mission as playing an active role in and funding local initiatives that focus on mentoring children and empowering families by enhancing education and quality of life.

Joe DiSalvo has 30+ years as a strategic leader building trust, initiative, innovation, integrity, core values, and accountability in organizations ranging from 850 to 65,000 personnel. His passion is inspiring and leading individuals and organizations to positively impact society. He is exceptionally experienced engaging U.S. federal agencies, Congress, and international governments. 

Joe’s military career culminated as U.S. Southern Command’s Deputy Commanding General responsible for security cooperation with militaries across Central America, Caribbean, and South America. He had numerous command and staff assignments including command of the U.S. 6th Army,  Deputy Commanding General of III U.S. Army Corps, led multiple combat tours in Iraq and served as a senior advisor to the Chairman of the Joint Chiefs of Staff. 

Joe currently provides consulting services focused on leader development, strategic planning, team building, business development, crisis management and serves on several corporate and nonprofit boards.

After a career of building award-winning teams in the military, public sector and private industry, José now focuses his time, energy, and passion to help leaders and teams unleash their potential and wisdom. Applying executive coaching and adult development practices, he designs and delivers leader-centered solutions for Fortune 500 companies and government agencies as well as non-profits and start-ups. 

A decorated career Naval Officer, José had warfighting experience as a Surface Warfare Officer, served as Naval Attaché to the Republic of Panama, and lead instructor in the Leadership Department at the U.S. Naval Academy. Following naval service, he successfully developed human capital strategies and programs across 16 intelligence agencies for the Director of National Intelligence, the Defense Intelligence Agency and as an executive in a large government services and information technology support contractor following a major corporate restructuring.

Ron Johnson served as the United States’ Ambassador Extraordinary and Plenipotentiary to the government of El Salvador. His appointment followed distinguished careers in both the intelligence community and military. Combined, Ambassador Johnson has held various U.S. federal security clearances at the highest levels for over 50 years across programs in the Department of State, Defense, and the intelligence community. He was a career Army officer and Green Beret retiring as a Colonel. Following his military service, Ambassador Johnson was a Senior Operations Officer in the Central Intelligence Agency (CIA). 

His decades of broad service and leadership in the U.S. government, and substantive engagement around the globe, have given him expertise on a wide range of issues. He currently lectures on Leadership, Intelligence, and National Security Studies at government, academic and private institutions and serves as Honorary Chairman of the Office of Strategic Services (OSS) Society.
